  • The city of Colorado Springs has released a legal opinion on a proposed land swap between the city and the Broadmoor hotel, suggesting that putting the issue to a public vote would be precedent setting. The legal opinion, written by city attorney Wynetta Massey, says the city's ordinances pertaining to the disposition of property do not require a vote.  If the council decided to put the matter to a public vote, Massey says council should also discuss on the record the reasons for changing procedures or council should amend the city code.  City council is expected to take up the proposal today. Some opponents of the swap point to an 1885 vote in which residents sought to acquire the property.
